De voortgaande internationalisering van onze samenleving vraagt steeds meer om Engelstalig onderwijs. Aan de Nederlandse leerlingen, van wie de interesses, ambities en capaciteiten uitgaan naar een meer internationaal georiënteerde opleiding, biedt het Tweetalig Onderwijs uitkomst. TTO wordt gestimuleerd omdat de leerlingen zich met behulp van deze vormen van onderwijs beter kunnen voorbereiden op een toekomstige studie of carrière in een internationaal georiënteerde maatschappij. Tweetalig onderwijs en versterkt talenonderwijs als instrumenten van internationalisering kunnen zich in de volgende gevallen in het voortgezet onderwijs voordoen:
- Tweetalig onderwijs: het gebruik van een andere taal
dan de moedertaal als instructietaal bij niet-talenvakken
(bijvoorbeeld geschiedenis, aardrijkskunde en biologie,
waarbij niet het Nederlands, maar het Engels als voertaal wordt
gebruikt). Voor tto-Engels op het vwo is een standaard ontwikkeld.
- Versterkt talenonderwijs: extra uren vreemde talenonderwijs
boven op de volgens het curriculum verplichte uren. Deze uren
kunnen al dan niet worden ingevuld door een native speaker of
een assistent voor de betreffende moderne vreemde taal.
